Chief Constable

Steve Finnigan joined Merseyside Police in 1976, and during the early part of his career held various operational roles.
He has a degree in Social Sciences from the Open University, and went on a Bramshill scholarship to St John’s College, Cambridge University where he gained a BA Hons in History, and later an MA (Cantab): he was later awarded a diploma in Applied Criminology and Police Studies, also from Cambridge University.
He joined Lancashire Constabulary as Assistant Chief Constable in January 2001 and acted as Gold Commander during the disorder in Burnley in 2001, before he was promoted to Deputy Chief Constable in July 2002, responsible for the Corporate Development portfolio.
In February 2005 he was appointed Temporary Chief Constable of Lancashire Constabulary, before being appointed substantively to the role in March 2007.
Mr Finnigan is Chair of the ACPO Performance Management Business Area. He is also Chair of Police Sport UK, having been a keen sportsman throughout his career. He played soccer for the English and British Police for ten years, as well as being awarded two “Blues” during his time at Cambridge.
In June 2006 Mr Finnigan was awarded the Queen’s Police Medal (QPM) and in June 2010 was made a CBE in the Queen’s Birthday Honours List
Any spare time these days is spent with his wife, Jackie, and their two children, Adam and Grace.
