Priority 1:

Drunks causing litter and nuisance around the disused spire around the Heaton Street/Freckleton Street/Chapel street area.

Priority 2:

Alcohol related Anti Social Behaviour on Grimshaw Retail Park

Priority 3:

Prolific shoplifters to be proactively targeted, subject to target checks/home visits, drive by’s etc

Find out what we have been doing in the last month -

YOU SAID: Drunks causing litter and nuisance around the disused spire around the Heaton Street/Freckleton Street area.

WE DID: Obtained a 3 year CRASBO with the single condition not to be drunk in a public place (any place to which the public has access) against Julie Taylor, perceived to be the main offender.
Frequent visits to the area, two arrests, 4 s27 direction’s to leave issued.

AS A RESULT: Though the CRASBO has been in position for only a week, we are already receiving positive feedback from residents and businesses in the area.



YOU SAID: Repeated reports of drink related Anti Social Behaviour at Asda

WE DID: Encouraged businesses to be more pro-active in using the town centre radio link to report Anti Social Behaviour. Targeted patrols in the area at peak times. 4 arrests.

AS A RESULT: Some incidents were reported however Neighbourhood Policing and response teams were able to arrest the offenders.


YOU SAID: Prolific shoplifters to be proactively targeted, subject to target checks/home visits, drive by’s etc.

WE DID: High visibility patrols in the shopping area particularly the newly opened wing of The Mall in order to deter thieves. Actively targeted known offenders coming into town utilising stop checks and direction’s to leave where appropriate. Visited local hostels in order to disrupt the daily lives & selling patterns of offenders. Promoted BBAC business group.

AS A RESULT: New shops have joined BBAC (Blackburn Businesses Against Crime). Known offenders are regularly being targeted & spoken to. The Mall are also pro-actively enforcing bans against prolific offenders.
